The B3179 between Clyst St George and Woodbury has reopened after an earlier accident in which a car overturned.
A female driver was being treated by paramedics after being cut free by firefighters.
Two fire and rescue crews from Exeter were called to the scene of the crash at around 4.30pm.
The incident led to long tailbacks on surrounding roads, including the A376 between Exeter and Exmouth.
The condition of the woman is not yet known.
