UPDATE: Three people from Tiverton were injured in the incident. The two more seriously injured – both in their 40's - were taken to hospital - one was taken to Derriford in Plymouth and one to the RD&E in Exeter. The third man is described as walking wounded. There are no further updates on the condition of the injured men at this time.
The 43-year-old male driver of the van is from the Saltash area and has been arrested on suspicion of dangerous driving and taken to Heavitree Road in Exeter.
The East-bound carriageway is now open. The Barnstaple-bound carriageway of the road remains closed and is likely to remain closed until this evening, however, diversions are in place.

Police and emergency services were called to a collision on the Northbound carriageway close to Gornhay Cross at 11am. It is thought that the collision involved a van and two men working on the carriageway. Two air ambulances attended the scene. The two men have been airlifted to Derriford Hospital in Plymouth. Police have closed the road at Bolham. Diversions are in place and drivers are advised to avoid the area for the time being.
