New £110,000 water 'splash pad' in Exeter park set to open in May

IT is hoped that a new £110,000 water play feature planned for the city will be open by May 26. The so-called 'splash pad' is currently being installed in St Thomas Pleasure Ground, off Cowick Street and, according to Rob Hannaford, local councillor for St Thomas, work is progressing well. The splash pad is replacing the old paddling pool which was some 70 years old. Instead of being surrounded by concrete, as the old pool was, 50 tonnes of topsoil and 500 rolls of turf have provided a new surface. Another £40,000 has been allocated to new play equipment. Local councillor Rob Hannaford, who lobbied for the investment, said: " The former paddling pool was more than 70 years old and failing, so it was vital that we secured funding to keep and enhance a wet play area for future generations to use and enjoy –especially as it's really important that families have fun things to do which don't cost them money during these difficult economic times." Cllr Hannaford added: "The splash pad is shortly to be surfaced and the new fencing will be installed. "We are currently well on target to open in good time for the Bank Holiday on May 26."

Devon set to be warmer than the Med this week

Temperatures in the Westcountry could outstrip Spain this week with warmer weather marking the start of British Summer Time. Thermometers in Devon and Cornwall could peak at (17C/62.5F) today surpassing the usual warmth of Madrid (12C/53.6F) and Nice on the French Riviera (16C/61F). After a blip tomorrow, when temperatures will reach a maximum of 13C (F), the trend should continue over Tuesday and Wednesday. London could see 20C (68F) over the next three days, dropping only a degree on Wednesday and Thursday. The weather is being driven by hot air currently over the Low Countries. Belgium and the Netherlands are forecast to have temperatures in the mid-20s Celsius. However, the warm temperatures bring a risk of showers, the Met Office said, some of which could be heavy with thunder. The Met Office said today would be "a warm day for most, locally very warm, with plenty of hazy sunshine". It added: "However further showers are likely across the far west, and it will also stay cool and cloudy in the northeast, especially near coasts." Heavy and thundery showers are forecast for the South West tonight. Tomorrow, the Met Office said, would be "warm again, especially in any sunny spells, although with a greater risk of heavy and thundery showers, particularly in the South West."

PEOPLE standing on the beach at Shaldon were shocked when an 81 meter cargo ship was beached in the mouth of the River Teign. Off-duty fireman Colin Stidworthy, who was out walking his children, took a video. He said: "We heard the fog horn which means a ship in distress and we saw all these people on the beach. "I've lived here all my life and it's the first time I've heard of a cargo boat hitting the beach." The coastal ship Munzur was on her way into Teignmouth Harbour at 5.45pm when she grounded on The Salty in the middle of the river and had to be pulled off by the harbour commission tug boat Teign C. As she turned she grounded again on the beach Teignmouth Harbourmaster David Vaughan said: "It was all pretty straightforward. It is something that has occasionally happened in the past. It created a bit of a sight. "She went aground first on The Salty. It's quite a tight turn. She had problems manoeuvring because she was very light which made it difficult for the pilot and master. "She's not particularly big but she looked bigger because she didn't have any cargo on board which made her higher in the water. "She was on The Salty for two minutes and she was assisted back into the channel by the Teign Harbour Commisssion tug Teign C. Her bow swung around across Shaldon beach and then she was turned completely around and pulled into harbour."

A 74 year old woman blotted her spotless driving record – when she caused a crash after doing a U turn on a dual carriageway. June Stretch missed her turn off for Honiton, Devon, on the A30 one day last September and drove into a layby before carrying out the U turn to head the wrong way down the dual carriageway. Her Citroen car struck a car travelling at 50mph along the 70mph road and both drivers needed hospital treatment for minor injuries. Stretch, of Blandford Forum, Dorset, had her ailing husband in the car at the time and she said she 'deeply regretted it'. She told Exeter magistrates she had been driving for 37 years. The pensioner admitted careless driving and was fined £120 but was not banned – the JPs gave her six points on her clean licence as she was sole carer for her husband.

A publican tried to lie to police about his driving licence – by pretending to be his identical twin. Ryan Coates told police he was Ross Coates when officers stopped his Land Rover on the A30 at Clyst Honiton, Devon, because his reversing lights were illuminated. He said he wanted to 'get out of it' when his L plated Land Rover was stopped and he knew he did not have insurance or a full driving licence – and tried to pass himself off as his identical twin. But the 35 year old, from Thatcham, Berks, later told the police the truth and 'apologised for his actions'. He admitted driving without a full licence, no insurance and wilfully obstructing the police and was fined £525 and had six points put on his licence. The Exeter JPs said he had 'lied to the police and dropped your own brother in it'.

SCORES of people turned out in Exeter today to hold a peaceful picnic protest against the closure of the city's women's refuge. The picnic was held on Mothering Sunday on Cathedral Green and those attending were asked to sign a petition against the closure. Among those there to show support was Sarah Keeping from St Thomas who said: "They can't just go around and close refuges that are needed around our county." Daisy Binnie from Wonford was there with her five-year-old daughter Freya and said: "We came here because we should all stand up for what is right." Splitz is the organisation that will take over the running of a range of services from the county council for those affected by domestic violence and abuse. City councillor, Moira Macdonald, represents the council in discussions and said: "Splitz is an excellent organisation but it does not provide refuges which we need as there are women who are so vulnerable that they can't stand on their own two feet." Also attending the picnic wasChris Godfrey, a family law barrister from the Colleton Chambers and who said: "No matter how good the provision is we still need a refuge where women can go and be properly protected." Chris Collier, chair of the trustees of Stop Abuse for Everyone (SAFE), said: "We want to raise awareness of the impact of there being no refuge in Exeter." There has been a refuge in Exeter for 37 years. Over the years it has offered an anonymous safe house where people mainly women and children can flee to, escaping risk of serious harm or death.

Rainbow flag flies over Exmouth as Mayor marries on 'historic day' for gay couples

Exmouth Town Hall flew the rainbow flag as mayor John Humphreys and his long-term partner David Marston became one of the first gay couples in the Westcountry to get married. Same-sex couples across the country celebrated on Saturday as the new marriage law came into effect. And rainbow flags – adopted as a symbol of the gay community in 1970s San Francisco – were hung all over the country to celebrate the occasion, with flags flying above both the Cabinet Office and Scotland Office. "It was absolutely fantastic," Mr Humphreys said. "We had a joyful day and it was lovely to be surrounded by friends, family and children who we have seen grow up in the 22 years we have been together." Mr Humphreys, who is also a Conservative councillor on East Devon District Council, said Saturday had been a "historic day" which they were prepared to wait for rather than opt for a civil partnership. He said: "We have been together for 22 years and we thought we would wait until marriage came in because one day it would, whether it was this year, in five years, or in 10 years." Guests at the ceremony included East Devon Conservative MP Hugo Swire. Afterwards the couple celebrated with a meal at the Masonic Hall followed by a party for more than 150 wellwishers. Prime Minister David Cameron hailed the introduction of gay marriages in England and Wales as "historic". The Prime Minister said: "Congratulations to the gay couples who have already been married – and my best wishes to those about to be on this historic day." One of the first gay couples to be married as soon as the law allowed were actor Andrew Wale and guesthouse owner Neil Allard who wed at the Royal Pavilion in Brighton just after midnight. Meanwhile, more than 2,000 people and a host of famous faces gathered to see comedian Sandi Toksvig and her partner Debbie renew their wedding vows at a public ceremony on London's South Bank. The couple, who first entered into a civil partnership seven years ago, were joined by members of the public and friends as they exchanged vows on stage with their four children at the Royal Festival Hall. The Radio 4 News Quiz presenter described the day as a "an astonishing moment in history". In a speech, an emotional Toksvig said: "There was many a time I thought this day would never come." Speaking of her partner, she said: "We're still crazy about each other. I can't believe my luck – look how gorgeous she is. I want a piece of paper to say she won't ever leave me." A host of famous faces attended, including comedian Phill Jupitus, fashion guru Mary Portas, activist Peter Tatchell and actor Christopher Biggins. Toksvig's friend and actress Sheila Hancock read Maya Angelou's poem, Touched By An Angel, along with Debbie's daughter – who also did a reading. Civil partnerships were introduced in Britain in 2004. The Government has said they can be converted to marriages by the end of the year, according to Culture Secretary Maria Miller. Writing in Pink News, Ms Miller said: "I'm very much aware that there are couples who are already in a civil partnership and who may be disappointed that they will have to wait a little longer to be able to convert to a marriage. "I'd like to reassure them that we are working hard to ensure that this process is in place by the end of year. It's taking longer because we need to introduce completely new procedures and processes." The Marriage (Same Sex Couples) Act came into force in July last year but it was not until March 13 this year when couples were able to register their intention to marry under the Act for the first time. Ruth Hunt, acting chief executive for charity Stonewall, which campaigns for lesbian, gay and bisexual equality, said: "The first same sex marriages in England and Wales are a truly historic moment. "These weddings will send a powerful signal to every young person growing up to be lesbian, gay or bisexual – you can be who you are and love who you love, regardless of your sexual orientation. "It's thanks to the dedication of activists and politicians from across the political spectrum that we can at long last say that lesbian, gay and bisexual people are equal under the law."

Exeter College suffered a heartbreaking 17-16 defeat to Trent College at Twickenham in the NatWest Schools Under-18 Vase final. Captain Billy Searle missed a crucial conversion from the touchline with the last kick of the game as Exeter College came so close to glory. Searle said: "I just tried to stay calm, keep my head down and put my foot through it. I hit it well but unfortunately it just didn't go over." Trent College dominated the territory and possession early on in the match, but without success. Exeter took the lead after 12 minutes when full-back Will Castleton returned a kick with menace, before offloading to scrum-half Tom Hyam who chipped to the corner forcing Trent to take it out. From the resulting line-out, Trent were penalised and on the second occasion flanker Ross Watts was driven over. A converted try from lock James Benstead then got Trent back into the match at 8-7 before the break. Another Searle penalty early in the second half made it 11-7 before Trent centre Ashley Britton scored in the corner to give them the lead for the first time in the match. With time running out, Trent captain Ben Trembling showed great strength to dot down in the corner. At that point the match looked beyond Exeter, but they got back to their feet and, with the final play of the game, scored in the corner through replacement James Newman. With only a point in the match, it left Searle with a touchline conversion to win the game but he missed.

Man who exposed himself to young girls on Exeter to Exmouth bus caught after Crimewatch appeal

A self styled fortune teller who exposed himself to two schoolgirls on a double decker bus was caught after CCTV images were shown on BBC's Crimewatch. Daniel Pratley took the sex drug amyl nitrate as he sat on the back seat of the Exeter to Sidmouth bus next to the two young girls and then opened his trousers. He had joined the two girls on the top deck of the bus and tried to befriend them by telling them he was a gypsy fortune teller who could read their palms. He was identified after a shot of his face was shown on Crimewatch and recognised by a medical worker who had treated his schizophrenia in the past, Exeter Crown Court was told. Pratley, aged 39, of St James Road, Okehampton, admitted engaging in sexual activity in the presence of children and was jailed for 12 months, suspended for a year, curfewed for three months, and ordered to pay £350 costs. Judge Phillip Wassall told him:"This was serious offending. You engaged two girls in conversation. They were plainly children on a bus and you committed a sex act in their presence. "What saves you from immediate custody are your long standing mental health issues which have led you to be detained in hospital for treatment until shortly before this offence." Miss Janice Eagles, prosecuting, said the two girls saw Pratley at Exeter bus station as they were boarding the 52A bus to Sidmouth and thought he was homeless. He got on the bus with them and joined them on the back seat of the upper deck. Miss Eagles said:"He told them he was a traveller and said he could tell fortunes because he was a gypsy and at one point produced a tube and began to inhale from it." She said the tube contained amyl nitrate, also known as poppers, and changed his behaviour. He offered the drug to the girls, leant back on the seat and exposed himself. He tried to get one of the girls to touch him but they did their best to ignore him. Miss Eagles said:"The girls were scared and one described him as weird. They went home and the police were called. The CCTV footage from the bus was shown on Crimewatch in September and two people recognised him including consultant who treated him the previous Christmas. "The girls found the incident disturbing. They were very scared and one will no longer travel on the top deck of the bus." Mr Terry Holder, defending, said Pratley had admitted his guilt straight away and his now working with the mental health service to control his schizophrenia more effectively.

Porn addict jailed for sharing 'sickening' child torture images

A pornography addict has been jailed for swapping vile images of extreme child abuse with fellow paedophiles around the world. John Lyle sent pictures and movies which showed children being tortured and raped and exchanged fantasies with chat room users about abusing girls as young as five. Police found he had sent hundreds of images all around the world by e-mail and through peer to peer file sharing sites including 128 which showed rape or sadism. Lyle, aged 54, of Salisbury Avenue, Torquay, admitted 12 counts of distributing indecent images of children and 15 of making or possessing them. He was jailed for two years by Judge Phillip Wassall at Exeter Crown Court. He judge told him:"These offences were extremely serious and showed sexual activity between children and adults right up to sickening and completely depraved images involving torture and other forms of degradation. "You engaged in distribution and exchanged fantasies with other people of similar depraved mind sets. You did not do it for money but the most serious aggravating feature is the proliferation of these images through file sharing. "Ever time an image is recirculated it perpetuates and emphasises the serious sexual abuse which children were put through to create the images. That is why this is so serious that only immediate custody is justified." Mr Joss Ticehurst, prosecuting, said Lyle's computers were seized in a raid in January 2013 after he was traced through his internet provider. Officers found hundreds of images of child abuse on the computer and evidence he had used two hotmail addresses and peer to peer software to share more than 300 with other users. These included 115 images or movies and level four, which shows adults having sex with children and 13 at level five which shows sadism, bestiality or other extreme activity. They also found chat logs with some of those with whom he shared the material which included sexual talk about girls as young as five. Mr Jonathan Barnes, defending, said there had been no commercial element and the offences arose out of an 'addiction' to pornography which he is keen to address through treatment.

Devon neighbour who jumped over wall and launched hammer attack on his mother's partner is jailed

A neighbour who jumped over a garden wall and launched a hammer attack on his mother's partner has been jailed. Stevie Palmer lived next door to victim Stephen Brown in Newton Abbot but the two households lived as an extended family because of the relationship with his mother. The families had shared beer and a curry meal on the day of the attack which happened when Palmer found his mother hysterical and blamed Mr Brown for making her upset. He armed himself with a hammer, vaulted the fence, lashed out at the victim's legs eight times, causing horrific bruising, then attacked two 16-year-old girls who tried to intervene. Palmer, aged 20, of Hewitt Close, Newton Abbot, admitted attempting to cause grievous bodily harm and two assaults by beating. He was jailed for two years and two months by Judge Phillip Wassall at Exeter Crown Court. Miss Eleanor Purkiss, prosecuting, said the trouble started after Mr Brown and Palmer had shared beers and a curry but then had a falling out. She said Mr Brown returned to his own house and was watching television when he was attacked. She said:"He jumped over the fence between the two houses and ran into the house and without warning lunged at Mr Brown and started hitting him with a hammer. "He hit him about eight times and the blows were vicious and with a full swing. Mr Brown had previously suffered a brain injury and feared he would be hit on the head. He was particularly concerned because he was supposed to wear protective head gear but did not have it on." Miss Purkiss said two 16-year-old girls who were at the house intervened and Palmer held one by the throat and punched the other in the face. Mr William Parkhill, defending, said the offence arose out of a troubled domestic background in which Palmer's mother was in a relationship with her next door neighbour. He said Palmer found her hysterical and threatening to commit suicide and blamed Mr Brown for her state. He picked up the hammer on the spur of the moment. He said:"It is an unhealthy and dysfunctional situation between the two households. Palmer is very immature and vulnerable. He moved back with his mother and it was a recipe for disaster." Judge Phillip Wassall told him:"These were unusual circumstances in an otherwise ordinary day between the extended families. There is an extraordinary degree of background to this case. "When you hit someone with a hammer the extent of the injuries are largely a matter of luck."

"More to Devon than a couple of trees" - Tourism campaign creates alternative guide to Devon in reaction to VisitEngland map

Following VisitEngland's recent campaign which features a map of England where Devon is represented by two trees, stayindevon.co.uk has come up with an alternative guide to the county. The advert from the government's tourism agency appeared in this week's copy of Time Out and has provoked dismay among many of the tourism businesses across the South West as they claim that it is an unfair representation of the area. With this in mind, stayindevon.co.uk has created a guide of some of the best things to do in Devon to show that there is much more on offer in the county than it is being credited for on the VisitEngland advert. Managing director James Morris says, "It is disappointing that such a diverse county is represented simply by two trees. Whilst we support VisitEngland and what they try to achieve, it's important that places such as Devon are given the credit they deserve as a tourist destination. Knowing what a fantastic place Devon is, when we saw the advert we were a little bewildered that it didn't show this fantastic county in a much better light. I expect that many other local businesses felt the same way and we just want to assure people that Devon has much more to offer to both locals and visitors alike, as can be seen by the huge number of visitors that come to this region every year!" According to Stayindevon.co.uk, some of the more accurate representations of Devon could include; 1. Surfing on the north coast – Devon is renowned for having some of the best surfing beaches in the UK, and Croyde Bay regularly hosts national surf competitions. 2. Enjoying a cream tea in a quaint tea room – This traditional treat is a must while in Devon. Sidmouth is home to Salty Monk café where award winning cream teas are on the menu. 3. A day out at one of the fantastic visitor attractions – Devon is home to some of the UK's best attractions including The Big Sheep, winner of multiple tourism awards. 4. Fish & chips on the south coast – Hanbury's Fish and Chip shop in Babbacombe, Torquay, received an award for being the 3rd Best Independent Fish and Chip Shop in the UK in 2013. 5. Walking on Exmoor & Dartmoor – Devon is the only county in England with two national parks and the rugged terrain here is magnificent at all times of the year. Dartmoor was also one of the first to receive the status in 1951. 6. Exploring the South West Coast path – The South West Coast Path is England's longest way marked long-distance footpath and offers breath-taking scenery. 7. Shopping at a farmer's market – Locally sourced produce at its finest. Crediton Farmer's Market is a three time winner of Devon Life's Best Farmer's Market award. 8. Experiencing Exeter's history – The county's capital encapsulates the past and the present beautifully. Exeter will make history again in 2015 by being one of the host cities of the Rugby World Cup. 9. Relaxing on one of the county's blue flag beaches – There are 16 in total so visitors are spoiled for choice. 10. Visiting an Area of Outstanding Natural Beauty – The five Areas of Outstanding Natural Beauty in Devon together with Dartmoor and Exmoor National Parks cover 35% of the County.

Officers are urging members of the public to share the video, which is posted on the Echo's website, on their social media sites, in the hope someone may recognise the suspect. As previously reported by the Echo, the staff member, who was working alone, was grabbed from behind and tied up by a man as she opened up the shop. Although not injured, she was left very shaken by the incident and is being supported by officers and her family. Investigating officer, Detective Sergeant Simon Davey, said: "We've had several positive responses from members of the public since the incident but still have not been able to identify the suspect so are urging people to continue to come forward with information. "We have released video footage from the shop in the hope, that seeing how the person behaves and walks, could jog someone's memory and lead to more information which could help with our enquiries. "We ask that as many people as possible share the video on social media sites such as Facebook and Twitter with friends and relatives out of the county. "We are currently investigating all options of whether the suspect could be local or from further afield. "The victim is obviously very shaken up by this very scary and unpleasant incident." Tour of Britain cycle race will return to Exeter this year

THE Tour of Britain cycle race will return to Devon and Exeter on Thursday September 11 for the eighth consecutive year. Over the past seven years more than a million people have watched the race in Devon along the various stage routes around the county, and it has brought in around £27 million to the local economy. The Devon Stage will start in Exmouth and will take the long way round to finish in Exeter. Following the success of last year's Devon Stage from Sidmouth to Dartmoor, which attracted a record 250,000 spectators and generated almost £5.9 million of additional spending in the county, it is hoped the local economy will enjoy a similar boost this year. It will cover around 106 miles (171 km) of the county and take in Budleigh Salterton, Woodbury, Topsham, Exminster, Starcross, Chudleigh, Bovey Tracey, Haytor, Widecombe in the Moor, Princetown, Tavistock, Okehampton, Copplestone, and Crediton. Councillor Stuart Hughes, Devon County Council Cabinet Member for Highway Management, said: "It will be a chance for Devon to celebrate the completion of the Exe Estuary Trail, which is due to be completed later this year, and the route also takes in other important cycling centres. "As we saw in 2011, this route provides a great opportunity for people to make use of the Exe Estuary Trail to see both the start and the finish, and this is another world class sporting event in Exeter ahead of the 2015 Rugby World Cup." Race Director Mick Bennett said: "The Devon Stage of The Tour is always highly popular with riders and spectators alike for the challenge it presents, and this year will be no different with a challenging loop across Dartmoor, including the climb of Haytor. " The Exeter to Exmouth stage in 2011 was one of our best ever days racing, with fantastic support from the Devon crowds, so running in the opposite direction and coming after the success of last year's Haytor finish, I think we can once again predict bumper crowds and exciting racing."
