Devon and Cornwall Police have said:
"Whilst there is a brief respite from the rain, several areas of the two counties are experiencing flooding as some river levels are still rising. Members of the public are urged not to drive through flooded roads and to take extra care because of the risk of landslides and potholes. The train lines between Taunton and Exeter St Davids are shut due to flooding."
They have also said that the Trews Bridge allotments in Exeter are flooded towards the suspension bridge and have advised people to avoid the area and not risk walking on the river bank.
On the roads:
The A396 Stoke Road is closed in both directions between the the A377 Cowley Bridge Road junction in Cowley and the Green Lane junction in Rewe, because of flooding. A number of people have been evacuated from their homes in the village of Stoke Canon near Exeter, after the River Exe burst its banks.
The A3072 in Bickleigh is closed near the A396 Exeter Road junction, because of flooding.
